ADROID -- multiple Languge KEYBOARD Support

Hello there,

    does anyone know whether I can simply CHANGE the LANGUAGE (with the
proper KEYBOARD) on an ANDOID Handy or TABLET PC as simple as I can do
with an Aplle IPAD 3 ?

    I do need this feature for the prototype of Logos4You, the language
learning, training, teaching, and translation machine (written in
NetRexx)., Kenai Project 'LOGOS'.

Did anyone of you already use / experimented with this (switching
Languages under ANDROID)  for multi-lingual applcations?

Any advise will be appreciated.

PS: Unfotunately, the local stores here in Vienna I did ask  for ANDROID
based Handys an/or Tablet PC's do NOT have this information available
nor are able to demonstrate it

As best that I found, some languages require you to download a soft
keyboard.

Most languages are handled with the installed ones by

Press and hold a key and the accented characters pop up.

Just an example that I might be telling wrong without me starting
emulator up.

Press and hold the E down in German or what ever locale you are using..
