Reworked IBM NetRexx site

Tracy Dean, who some of you may have met at this year's Rexx Symposium has
kindly edited the NetRexx site to bring it up-to-date and to match the
rest of the ibm.com software site.   You can see the result at:

very nice to see any changes to the public presentation of NetRexx.

Do you have any schedule when you've some more time to fix some old and
code some new things? (I know I can be quite annoying... ;-)

Ah, the advantages of 'standard layouts'.  :-(
I really dislike navigation on the right, as I often use my browser in
portrait format.

The downloads are linked from 'Library', from a box on the right of the
page.

Yikes, that's awful!  Even with your description, I missed it at first.  Publications
and Resources are obvious, but the most important stuff is hidden!

I suggest that Downloads be it's own category in the left navigation, or at least
moved into the main section of the Library page, above Publications.
