Sequence of DEPENDANCY resolutions in NetRexxC

I believe I did now find the major reason, why NetRexxC does *not* resolve
dependencies *correctly* when compiling multiple programs at once.

It does look as NetRexxC is resoving those inter-dependencies in
alphabetical
order of the programs in question, and has been NOT designed to follow the
*logical path* of dependencies.

Whil'st I did find a workaround (for me) for this problem, I do think
this should be
an issue of re-investigation after the open source release of NetRexx.

This is definitely a bug.
