I want to distribute a program I've wrote under the GPL-license. It is
written completely in Netrexx and uses the NetRexx-runtime
(NetRexxR.zip)

Here are my questions:

1.) Is it legal to include a copy of NetRexxR.zip in the package I want
to distribute?

2.) What kind of disclaimer (?) should I use - I mean text I should
include?

3.) Is it allowed to repack NetRexxR.zip - unpack - zip with compression
- *.jar ?

4.) If 3. is not allowed - could IBM release such a file?

5.) If not 3. and 4. - why (there can be good reasons for that, but I'm
not good enough to judge that.
